# How-To Steps:
- Preheat oven and bake vanilla cake according to package instructions. Cool completely before proceeding.
- In a medium bowl, cream softened butter, then gradually beat in powdered sugar, milk, and vanilla extract until smooth and well combined.
- Crumble cooled cake into fine crumbs in a large bowl. Add frosting gradually, mixing by hand until the mixture holds together but remains slightly firm, not overly sticky.
- Roll mixture into 24 equal balls, approximately 1 tablespoon each. Arrange on parchment-lined baking sheet and freeze for 15 minutes to firm.
- Melt white candy melts in a heatproof bowl over simmering water or in microwave using 20-second intervals, stirring until smooth. Tint with blue gel food coloring to achieve robin's egg shade. Thin with coconut oil if necessary.
- Dip tip of each lollipop stick into melted coating, then insert halfway into a cake ball. Repeat for all balls, then refrigerate 10 minutes to secure.
- Fully submerge each cake pop into blue coating, allowing excess to drip away. Stand upright in Styrofoam block or cake pop stand to set.
- Mix cocoa powder with vodka or extract to create thin paste. Using a clean brush, gently flick mixture across cake pops to create speckled pattern. Add luster dust if desired.
- Allow cake pops to set completely at room temperature before serving.
